Hedra’s public service procurement team delivers sustainable bottom line savings by reducing third party spend, while efficiently executing procurement processes in line with EU requirements.  Value is delivered, the supply chain is improved and the procurement function is equipped to continue improvements after we leave.

Spend analysis and wave planning are stock in trade for our procurement team, but where we excel is in supporting complex procurements and delivering organisation-wide transformation of the procurement function – people, processes and systems.

All members of our team are specialists in public service procurement, with several years experience of delivering savings for the benefit of the tax payer, everything we do is underpinned by a way-of-working that is focused on:

Procurement diagnostic – this is a vital first step in any procurement improvement or cash savings programme. Our procurement diagnostic activity is a proven methodology which is comprised of two elements, being spend analysis and current capability assessment. Outputs are:

  • spend analysis model
  • savings baseline
  • category wave plan

Strategic sourcing – focuses on the delivery of cost savings. Our category-focused approach cuts across departmental silos and delivers optimal sourcing strategies for maximum benefit. Detailed supply market analysis, experience and best practice provide savings opportunities and the options for their realisation. We can support the entire lifecycle - delivering the agreed plan of activities, managing the tender process, selection and recommendation of preferred suppliers, contract negotiations, contract management and monitoring of achieved savings.

Complex procurement - builds on our strategic sourcing approach; providing increased governance through adoption of the OGC gateway process and supporting this process through the introduction accelerating methods and toolsets, including competitive dialogue. It includes development of the appropriate procurement documentation (e.g. PIN, PQQ, OJEU, Tender documentation) and the necessary management of the processes for their issue, response management, evaluation and subsequent preferred bidder selection. We also deliver parallel aspects to this stage: design of the new organisation, calculation and preparation of benefits to be realised etc. and Hedra has the capabilities to provide these services.

eProcurement – following a spend analysis exercise and an examination of existing business processes to identify where any pressure points are in the procurement cycle, we develop a business plan which demonstrates achievable savings. We identify the e-Procurement tools most suitable for each category of spend; e-Sourcing, e-tendering, purchasing cards or purchase-to-pay systems. Once the plan is agreed, we execute.
